Ballot 216 – Update Discussion Period Process

Ballot overview

• Ballot 216 updates the CA/Browser Forum Bylaws discussion period process.
• The purpose is to make the discussion period more flexible so it does not expire while discussion is still ongoing.
• The ballot changes Section 2.3(c), Section 2.4(b), Section 2.3(d), and Section 2.4(c) of the CAB Forum Bylaws.

What changes

• The discussion period must be at least seven calendar days before votes are cast.

• Once no new version has been posted for seven calendar days, the proposer may end discussion and start voting by reposting the final version and clearly indicating that voting is to begin.
• The ballot automatically fails if 21 calendar days pass since the proposer last posted a version and voting has not started.
• For Draft Guideline Ballots, the discussion period must be at least seven days, with the start date clearly specified, and the end of discussion and start of voting follow the same procedure.
• References in the bylaws are updated so member action occurs upon commencement of the voting period rather than upon completion of the discussion period.

• Voting by CAs: 13 yes votes, 0 no votes, 0 abstain.
• Voting by browsers: 4 yes votes, 0 no votes, 0 abstain.
• Quorum was met.
• The bylaw approval thresholds were met for both CAs and browsers.
• The ballot passes.
• Because the ballot only changes the Bylaws, a Review Notice will not be circulated.

• Voting period: 2017-12-14 to 2017-12-21
• The ballot text also states the discussion period is 7 Dec to 14 Dec and the vote for approval is 14 Dec to 21 Dec, with times at 22:00 UTC.
