Ballot 65 – QIIS Definition Update

Ballot overview

• Ballot 65 updated the EV Guidelines definition of QIIS, replacing Section 10.10.5.
• The ballot page states the ballot passed unanimously.

What changed

• The revised QIIS definition keeps QIIS as a regularly updated, current, publicly available database used to provide accurate information and generally recognized as dependable.
• For a commercial database to qualify as a QIIS, the updated criteria require:
  • The database is generally recognized as and relied on by other industries for providing accurate data.
  • The database distinguishes between self-reported data and data reported by independent information sources.
  • The database provider identifies how frequently the data is updated.
  • Changes in relied-upon data are reflected in no more than 12 months.
  • The database provider uses authoritative sources or multiple corroborated sources.
• The exclusion remains that databases in which the CA, its owners, affiliated companies, Registration Authorities, or subcontractors involved in vetting have controlling or beneficial ownership do not qualify as a QIIS.
• The CA must check the accuracy of the database and ensure its data is acceptable.

• The motion states the change is effective immediately.
• The ballot review period began at 2100 UTC on 2 Feb 2012 and closed at 2100 UTC on 9 Feb 2012.
• The voting period started immediately after the review period and closed at 2100 UTC on 16 Feb 2012.
