Ballot SC068: Allow VATEL and VATXI for organizationIdentifier

Ballot overview

• Ballot SC068 proposes updates to the Guidelines for the Issuance and Management of Extended Validation Certificates (EV Guidelines), based on Version 1.8.0.
• The ballot purpose is to allow additional prefixes for organizationIdentifier, specifically VATEL and VATXI.

What changes are proposed

• The EV Guidelines have strict rules for organizationIdentifier values and require the country code of all currently-allowed Registration Schemes (NTR, VAT, PSD) to follow ISO 3166-1 for the 2-letter country prefix.
• The ballot describes an exception for Greece for the VAT Registration Scheme that allows the country prefix EL.
• The ballot describes a directive that requires the prefix XI for identification of taxable persons in Northern Ireland.
• The pull request proposes updates to allow the additional prefixes VATEL and VATXI for organizationIdentifier.

Adoption and voting results

• Voting results show 23 certificate issuers voting YES, 0 voting NO, 0 abstain; and 4 certificate consumers voting YES, 0 voting NO, 0 abstain.
• Bylaw requirements for adoption were stated as MET:
  • Two-thirds (2/3) or more of votes cast by Voting Members in the Certificate Issuer category were in favour.
  • At least fifty percent (50%) plus one (1) of votes cast by Voting Members in the Certificate Consumer category were in favour.
  • At least one Voting Member in each category voted in favour.
  • Quorum was 11 and was MET.

IPR review process (as stated on the ballot page)

• A 30-day Review Period was specified for one Final Maintenance Guidelines.
• Members with Essential Claims to exclude were instructed to submit a written Notice to Exclude Essential Claims to the Working Group Chair and also submit a copy to the CA/B Forum public mailing list before the end of the Review Period.
