Add NETLOCK RSA4096 Root

Netlock submitted a request to include a new root certificate, “NETLOCK Root CA RSA4096” (CN = NETLOCK Root CA RSA4096, O = NetLock Kft., HU), in Mozilla’s Root Program and CCADB. The CA stated the RSA 4096 root was tested in its 2022 conformity assessment audit by MATRIX Tanúsító Ltd. and included in the Audit Attestation letter. Mozilla added the root certificate to CCADB and asked Netlock to complete the CCADB information for the new root CA record. Netlock later said it could not provide the necessary hardware resources to provide mandatory services (e.g., CRL and OCSP) for the new root certificates due to supply chain constraints, and asked whether the bug tickets should be set to INVALID or if other steps were needed. Mozilla asked whether Netlock wanted to pursue the inclusion request. Netlock responded that they would like to close the request and would submit a different root for inclusion. The bug is resolved as WONTFIX.
