Add Buypass Root certificates

Buypass AS requested the inclusion of two root certificates, the Buypass Class 2 Root CA and the Buypass Class 3 Root CA, into Mozilla's trusted root store. The request underwent a public discussion period, during which the CA's compliance with Mozilla's policies was evaluated. The request was ultimately approved, allowing both root certificates to be trusted for website authentication and enabling Extended Validation (EV) for the Class 3 root.
