Izenpe: incorrect value in stateOrProvinceName

Izenpe S.A. identified an issue where 16 certificates incorrectly listed 'FRANCE' as the stateOrProvinceName instead of 'Île-de-France'. This problem was first reported on June 21, 2020, leading to an internal investigation. The CA took immediate action, organizing training for validation personnel and implementing a new web application to ensure accurate data entry. All affected certificates were revoked by July 22, 2020. Izenpe has since updated its processes to prevent future misissuance by requiring all requests to go through the web application, which uses official data from the Spanish Ministry.
