Add Microsec "e-Szigno TLS Root CA 2023"

Microsec Ltd. submitted a request to include the "e-Szigno TLS Root CA 2023" in the Mozilla CA Program. The request underwent a public discussion period, which concluded with approval on January 12, 2026. The necessary documentation, including audit reports, was provided throughout the process. The final confirmation of inclusion was achieved in the Nightly build of NSS and Firefox.
